Davao City Mayor Sebastian “Baste” Duterte is the top second choice for president in 2028, but even his highest-performing number is only about half of Vice President Sara Duterte’s first-choice support, according to the latest WR National Poll.
In the primary presidential preference question, Sara Duterte (42.4%) leads by 26.5% over her closest rival, former Vice President and Naga City Mayor Leni Robredo (15.9%). Baste Duterte follows at 6.9%, then Sen. Raffy Tulfo (6.7%), Sen. Robin Padilla (3.8%), Sen. Bam Aquino (2.5%), Sen. Risa Hontiveros (2.0%), Sen. Kiko Pangilinan (1.9%) and Defense Secretary Gilberto Teodoro Jr. (1.5%). About 9.3% are undecided, while 5.7% named none of the listed candidates.

Vice President Sara Duterte continues to lead the prospective 2028 presidential race, securing 42.4% of voter preference and maintaining a substantial advantage over other potential candidates, according to the October 2026 WR National Poll: Philippine Public Opinion Monitor (PPOM), conducted by WR Numero Research, the polling and survey research arm of WR Advisory Group.
The latest survey asked Filipinos whom they would vote for as president if the 2028 national elections were held at the time of the survey. Duterte emerged as the leading choice, with her preference more than double that of her closest contender, former Vice President Leni Robredo, who received 15.9%.
