PRESS RELEASE Duterte and Robredo biggest gainers in the WR Numero Q2 National Survey
Vice President Sara Duterte and Naga City Mayor Leni Robredo recorded the largest increases in presidential voter preference, according to the latest nationwide survey by nonpartisan public opinion research firm WR Numero.
The June 2026 WR National Poll: Philippine Public Opinion Monitor asked Filipinos whom they would vote for as president if the 2028 national elections were held at the time of the survey. Duterte remained the leading preferred presidential candidate with 39%, up 4 percentage points from March 2026.
Despite repeatedly stating that she does not intend to run for president, Robredo ranked second with 21%, up five percentage points from the March 2026 survey. Senator Raffy Tulfo placed third with 14%, following a four-point decline in voter preference.
No clear frontrunner has emerged in the 2028 vice presidential race, as Senators Robinhood Padilla and Bong Go are statistically tied in voter preference, according to the June 2026 WR Numero Philippine Public Opinion Monitor.
Padilla received 21.3% support, narrowly ahead of Go’s 20.6%. Their 0.7-percentage-point difference, however, falls within the survey’s ±3-percentage-point national margin of error, indicating that neither candidate holds a statistically decisive lead.
Both senators also posted sharp gains from the previous survey (March 2026). Padilla’s voter preference increased by 10 percentage points, while Go’s rose by 8 points.

Dr. Garcia founded WR Numero Research in 2020 as the survey subsidiary of the broader WR Advisory Group, a firm specializing in political risk, public policy, data analytics, and strategy advisory which he also founded in late 2017.
Today, he returns to lead WR Numero Research into its next chapter with a nationwide structure of field researchers as the firm adopts a more integrated corporate structure with its parent, WR Advisory Group.
As WR Advisory Group continues to strengthen its integrated leadership structure, we are pleased to announce the new appointments of the firm’s senior leadership team, bringing together expertise across public policy, technology, research, and operations.
Leading the organization is Robin Michael U. Garcia, who now concurrently serves as President & CEO of WR Advisory Group and President & CEO of WR Numero Research, assuming the latter role after serving as the polling firm’s Founder and Chairman.
